Canadian equestrian bodies to reunite

Six of 11 provincial and territorial equestrian bodies in Canada quit the governing body last September.

The equestrian organisations of Alberta, Saskatchewan, Quebec, Newfoundland & Labrador, Nova Scotia, and Prince Edward Island resigned their memberships of Equine Canada.

The so-called Group of Six, representing about 30,000 horse owners, criticised the governing body over its stance on several issues.

At the heart of the disagreement was Equine Canada's reform agenda, and what the six provincial bodies described as "Equine Canada's continuing encroachment into areas of provincial jurisdiction, including recreation, delivery of coaching programmes, and administration of intraprovincial competitions".

Also, no agreement could be reached between the provinces and Equine Canada on increased revenues to the governing body. The national body has been seeking to raise nearly $C1 million in extra revenues through new fees that the provincial organisations believed were illegal under current Equine Canada regulations.

Last March, representatives from Equine Canada and all 10 provincial equestrian associations and the Yukon Territory met in Toronto in a session mediated by Allan Stitt, of the Sport Dispute Resolution Centre of Canada.

A deal was struck in which the parties agreed to form a Joint Steering Committee to undertake a governance review based on the principles of a competency-based board and with optimal participation of the provinces and territories.

This week, the Joint Steering Committee announced a successful settlement between Equine Canada and its provincial/territorial partners on roles, governance structure and finance.

The agreement will enable Equine Canada and its provincial/territorial partners to reunite and collaborate more effectively in the future.

Over May and June, three volunteer sub-committees addressed the issues to prepare recommendations and options for the committee.

"This journey has been a long one, and credit must go to the two dozen volunteers who invested incredible time and energy to make this project a success," said Mike Gallagher, president of Equine Canada and a member of the steering committee, in announcing the agreement.

"Our result represents significant changes for the organisational structure and business model of Equine Canada, and we all know such change does not come easily and without sacrifice.
