$51 million proposed for I-35, 1604
More than $51 million in state transportation dollars were reserved Monday for improvements to Interstate 35 and a new bridge across Loop 1604, despite heated efforts by toll-road opponents to use the money for U.S. 281.
The San Antonio Bexar County Metropolitan Planning Organization 's policy board voted unanimously to add lanes to portions of I-35 between downtown and FM 3009 and to add a bridge that would connect Vance Jackson Road across 1604.
But the buildup to the vote was a fiery debate about two long-disputed issues: toll roads and the MPO's limitations when deciding how to spend state transportation dollars.
“What we did, in my opinion, is we moved this (toll road) fight to another day,” said County Commissioner and MPO board Chairman Tommy Adkisson , who led a failed 2009 effort to eliminate tolls as an option along 281.
But Adkisson, bolstered by the presence of anti-toll road advocates, including grass-roots organizer Terri Hall , initially urged the board to wait until its September meeting to decide how to spend Proposition 12 money so that members could determine whether the money could be applied to the notoriously congested road.
MPO Director Sid Martinez said U.S. 281 would not qualify because the money assigned to San Antonio could not completely pay for an expanded highway, estimated to cost $462 million. Federal rules require that all funding sources be identified for projects like 281, Martinez said.
The I-35 project will cost about $46 million and should be ready for construction in 12 to 18 months. The Vance Jackson bridge would cost $6 million and alleviate congestion at nearby Interstate 10's intersection with 1604, Texas Department of Transportation officials said. Construction could begin in nine months to a year.
In 2007, voters approved Proposition 12, which authorized the sale of $5 billion in general obligation bonds to use on Texas roads. Lawmakers issued the final $3 billion during this year's legislative session.
The money is separated into five categories, including $600 million to be divided among the state's 25 MPOs.
The local MPO received $51.4 million, which must be assigned to a road project to be bid no later than the summer of 2013.
The 281 corridor also was not eligible for Proposition 12 funds because it's been the subject of an environmental impact study, launched after Hall's Texans Uniting for Reform and Freedom organization and the environmental group Aquifer Guardians in Urban Areas filed a lawsuit in February 2008 stating that an existing environmental document was incomplete.
